Who the hell are these world leaders?

Following on from my Who is this rock star?, I would like to know: Who the hell are these world leaders? Because the UN doesn't seem to know.

There was a big fuss about how the ongoing New York meeting was a big one because the leaders of over 170 of the 190 or so countries in the UN was attending. That actually dropped to 150 or something and the meeting has mostly been a failure. But anyway, there was a big official picture, as there usually is on these occasions, and The Guardian ran it across its two centre pages on Friday.

So I was looking at it this morning and noticed one of the numbered leaders – number 20 – was listed as “Unidentified”. Which seems a bit odd. He was on the end, behind the president of Albania and in front of the president of the Maldives. Is it possible he sneaked on at the last minute? Do we have a world-leader prankster? You'd think the security people would have noticed.

But this was an official picture and, presumably, The Guardian got the names through the official UN office.

But then, as you'll note by the yellow people  in the pic above, there were another *three* “unidentifieds” – numbers 140, 149, 151.

Number 140 was standing directly behind the prime minister of Spain and the foreign minister of Chad, and in front of the president of Angola's national assembly and the foreign minister of Serbia and Montenegro.

Mssrs 149, 151 (safety in numbers) blagged their way into the back of the photo. With only the foreign minister of Nicaragua between them, mystery man 151 could easily have flicked the ears of Silvio Berlusconi, the Italian PM.

Who are these people? Can anyone help? Here's some close-ups.
